(Singapore, 16.12.2025) On 15 Dec, Singapore-based Perennial Holdings launched Perennial Healthcare City Chongqing, a large-scale healthcare-centric development located adjacent to the Chongqing East High-Speed Railway (HSR) Station, the largest and only national-level HSR hub in Western China.

The project marks Perennial Holdings’ maiden investment in Chongqing and is majority owned and led by the group. It is jointly developed with Chongqing Transportation Development and Investment Group Co., Ltd. and China Railway Construction Group Co., Ltd.
The launch ceremony took place against the backdrop of two major milestones — the 10th anniversary of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity, commonly known as the Chongqing Connectivity Initiative, and the 35th anniversary of diplomatic relations between Singapore and China. Singapore Deputy Prime Minister and Minister for Trade and Industry Mr Gan Kim Yong attended the event as Guest-of-Honour, together with officials from the Chongqing Municipal Government.

The first phase of Perennial Healthcare City Chongqing will span approximately 140,000 square metres, with a total investment of around RMB1.5 billion. It will include a 500-bed Perennial General Hospital, a tertiary general hospital, and several specialist hospitals. Construction is expected to be completed progressively from 2028.
Subsequent phases, covering more than 260,000 square metres, are planned to incorporate eldercare facilities, serviced residences, hospitality and commercial components, forming an integrated healthcare and lifestyle ecosystem.
Strategically located next to Chongqing East HSR Station — a key node within China’s “Eight Vertical and Eight Horizontal” high-speed rail network — the development is expected to benefit from extensive regional connectivity. The station is designed to handle 55 million passengers annually, linking Western China with the eastern coastal regions and the Pan-Asian HSR network extending towards ASEAN.
With Chongqing’s population exceeding 32 million, and the broader Western China region home to over 360 million people, the project is expected to inject new momentum into the region’s healthcare industry and reinforce Chongqing’s role as a regional medical hub.
Mr Pua Seck Guan, Executive Chairman and CEO of Perennial Holdings, said the project represents the group’s signature healthcare-centric, integrated transit-oriented development model.
He added that the group aims to combine Singapore’s international healthcare standards with Chongqing’s high-quality medical resources, serving both local communities and expatriates from multinational companies establishing regional headquarters in the city under the Chongqing Connectivity Initiative.
Mr Shi Jidong, Party Secretary and Chairman of Chongqing Transportation and Investment Group, described the project as a landmark achievement under the Chongqing Connectivity Initiative and the first premier healthcare development within the Chongqing East HSR Station zone.
“This development will introduce international-standard medical and healthcare resources to the area, elevating services available to communities across the region,” he said.
Deputy Prime Minister Gan Kim Yong witnessed the ceremony and said, “As we mark the 10th anniversary of the Chongqing Connectivity Initiative, Singapore will continue to deepen collaboration with Chongqing, including in emerging sectors such as healthcare, for the benefit of our peoples.”
